Adverse effects of global warming are more evident and threatening in developing countries like Uganda where the resilience is relatively low. Most of the natural resource developments are prone to the effects of climate change. Uganda’s National Adaptation Programme of Action (NAPA) Report prioritizes reforestation, climate change awareness raising and use of early warning information in its matrix of adaptation options for agriculture.
Uganda’s concern as per the NHDR 2005 is the increase in the frequency and intensity of climatic extremes, including monthly variation of rainfall amounts and seasonal variability. This combination has made it impossible for farmers to plan their annual cropping cycle. To mitigate these effects, improvement in the meteorological data is imperative. This further calls for mitigation of green house gas emissions and adaptation to the adverse effects of climate change.
Development objectives
The objective of this project is to strengthen institutional and technical capacity, access to cleaner technologies and development of infrastructure, including service infrastructure (e.g. meteorogical services). This will enable Uganda to effectively implement her commitments under the United Nations Convention for Climate Change.
Key activities & expected results
Specifically the project focuses on building capacity for technology needs assessment, carrying out technology needs assessment, identifying technology transfer barriers and greenhouse gas inventory data gaps, and reviewing emission factors for savanna biomass burning and climate change issues in Uganda. The project will also strengthen coordination with other relevant institutions to enable them to manage climate change issues. The capacity thus built will assist Uganda to improve the quality of its national communication as well as implementation of its commitments under the Convention.
Implementation phase
Technology Needs Assessments were carried out and a report submitted. However implementation of other project activities was delayed beyond the project lifetime of 1 year. A terminal evaluation of the project is underway, with a Consultant already identified for the exercise.
