Poverty Reduction policies and strategies are not delivering adequately on the planned poverty outcomes. One of the major causes of this is that there has been and still remains inadequate capacities of relevant institutions, including Government and implementing partners.
The Government of Uganda lacks the capacity to effectively monitor the implementation of its various strategies geared towards the achievement of MDG targets.

The second objective is to enhance the capacity of selected implementing partners to efficiently perform their role as service providers to local communities. This will enhance their sustainability in a competitive market.
